Je'er was a female Bre'ella who served as an aide to Federation Councillor Nitram of Bre'el IV. Je'er was a friend of Dogayn 418, an aide to Councillor Saltroni 815 of Hermat. However, their friendship suffered after Dogayn became a Deputy Presidential Chief of Staff to the Nanietta Bacco administration. Je'er was approached by Dogayn for Nitram's support for continuing aid to Cardassia. Je'er refused unless Bacco supported a research grant for Bre'el's Falric Institute.
