Luigi was the first to encounter when he arrived on Earth. Rossini came under the Master's control. Hypnotised, he helped the Master steal the Nestene energy unit left over from the Nestene's first attempt at conquering Earth. Eventually, Rossini commanded the circus to serve the Master. He also provided the clown costumes the Master needed to disguise the Autons, who handed out plastic flowers that could be activated all at once, killing thousands of people across the country.
