Gavril Strom was a Devaronian senator in the Galactic Republic and the main founder of the Reform Party. As the Clone Wars went on, Strom became more disillusioned with the Republic as he grew tired of the corrupt bureaucracy and power-hungry Supreme Chancellor. So in 21 BBY Strom gathered like-minded members of the government (including Senator Zaletta Waleran) and formed a faction known as the Reform Party. The goal of the faction was removing the current regime from power, through any means, and seeking peace with the Confederacy of Independent Systems.
