Born in Kigami, Ran Pan was a career soldier, receiving much of his education at the Military School of Lakai. He also received intelligence and counterintelligence training at the Military Academy at Fort William, Luthori, in 2819, and also a course in psychological operations (Psyops) at Fort Baines, Luthori. He was commissioned in the Indrala National Guard in 2820 and promoted to lieutenant in 2822. After a failed coup attempt by communist rebellions in 2824, Ran Pan supported Karuso. He received a promotion to lieutenant colonel and was appointed chief of military intelligence by Karuso.
