Mahaxalan is the capital, and most-populous city of the Ten Tribes of Elukal on that Earth. It is also the capital of the Bear Tribe, the most powerful of the ten tribes. The city lies on both Mahaxalan Isle, which sits between two parts of Elukal's east coast, and Elukal's east coast.
