Lou Giotti was a Metro Police Officer who along with his partner was responsible for arresting Nikolai Puchenko after they found a gun in his car, having originally stopped Punchenko for speeding. Seconds later, Giotti discovered the body of Chief Petty Officer Jack Vale.
