He was assigned to help Janley gain control over the Daleks in their plan to overthrow the governor, Hensell. When he overheard Bragen's plans to have the other rebels killed, he and Janley tried to get help from the Dalek which they thought they controlled, but it turned against them, exterminating Janley. Once the Second Doctor succeeded in destroying all the Daleks, Valmar shot and killed Bragen. He then joined the new governor, Quinn, in rebuilding the colony. (TV: The Power of the Daleks)
