The Rehab Commission was a United Federation of Planets agency which oversaw the operation of the Federation Penal Settlement in New Zealand on Earth. In 2371, the Commission informed Kathryn Janeway that they were pleased with Tom Paris' work at the Settlement and allowed her to offer him the chance to participate in the USS Voyager's mission to capture the Maquis ship Val Jean.
