Veitch is the Captain of the Norfolk Naval Base who NCIS Special Agent Timothy McGee described as being "difficult". Veitch's meeting with the NCIS team of Agents Leroy Jethro Gibbs, Anthony DiNozzo and Caitlin Todd was very uncomfortable as Gibbs wanted the Philadelphia called back to the Base due to the possibility that an imposter could be on board. Veitch refused to believe that such a thing could happen and when Gibbs suggested sending himself and Kate out to the submarine, Veitch strongly refused, saying that women could be very problematic.
