Jack Bauer escapes from Abu Fayed and contacts CTU, but they don't believe his contention that Fayed is the real mastermind. He rescues Assad and they both team up to stop another terrorist attack. Meanwhile, back in Washington, President Palmer's sister Sandra Palmer, a civil rights lawyer, is arrested by the FBI on obstruction of justice charges after she attempts to block agents from accessing a database which they have access to through a warrant and Ahmed must change his plans after a deadly choice in the civilian neighborhoods.
