Captain Rifkin was a Starfleet officer in the 24th century. By 2373, he commanded a starship. Rifkin was supposed to attend the ceremony for Bajor joining the Federation. Odo originally assigned him quarters inferior to those of Admiral Veta, but protocol demanded he be given equal quarters due to naval tradition. (DS9: "Rapture") This character was only mentioned in dialogue.
