The Administrative Director was a position of authority in the Counter Terrorist Unit, superior to the CTU Director. The position was usually held by a District Director or Manager, who were not based out of the CTU building but visited to oversee the operations. The Assistant Administrative Director was a position between CTU Director and Administrative Director.
