The Ooin were Tooins that dissented against the Tooin Empire and rallied to create their own miniature government, the Ooin Expanse. Cast out of Tooin society, these Ooin traveled across the vast depths of space and founded Velmooine, named after Captain Anton Velm whom started the revolution. The Ooin adapted themselves to the harsh environment of the Velmooine desert. They became so good at desert life that they later searched the galaxy for more seemingly inhabitable desert planets.
