The New Republic's Department of Threat Assessment was created soon after the creation of the New Republic itself in 5 ABY. It was a branch of the military forces which were originally formed from the Alliance Security Task Force which was phased out after the recapture of the galactic capital Coruscant. One of its goals was helping the new government in its fight to eradicate Imperial influence and the identification of any organizations that posed a threat to the security of the New Republic.
