Wayne Paley was a member of the Gaffney Town Council. He and Travis Shore thought it would be safer to go to court rather than pay a settlement following the death of Jessica Masters. He pointed out that it cost around $50,000 a year to keep the Peachoid lit at night. (Chapter 3)
