Titus Livius was a Human author and native Roman who was perhaps best known for his work titled A History of Rome. Icheb, in his studies of Earth literature, read A History of Rome, and identified a quote made by Seven of Nine in 2378 as an explanation of her absence to Chakotay, as coming from a portion of that text: "Better late than never."
