It also temporarily lowers your Attack, Strength & defense by 4 levels. It can be purchased from a Barmaid at the Rising Sun Inn in Falador for 3 Coins. It can be used to mine or smith something that you don't have the level for. It can also be used to enter the Mining Guild at level 59. There are three spawns of it in the pass under the White Wolf Mountain that is unlocked after completing the Fishing Contest quest.
