Ukkan library cards were devices used by the Ukkans to preserve endangered planets in holographic form. One library card, which contained the planet Urlic, was stolen by Huskian pirates. It ended up on Earth, where it was discovered by the Department. Inspector Thorne hoped to exploit its technologies to turn it into a prison colony.
