The HYDRA Project was a highly classified operation enacted in June of 2547, with the ultimate goal of successfully cloning complete, fully-functioning humans without the recognizable defects of flash cloning. The project would later be acquired by the Office of Naval Intelligence, and would later be deemed a failure after numerous subjects went "rampant" and escaped from the laboratory.
