His first contribution to the franchise was the short story Spoilsport, published in the anthology Short Trips: Destination Prague. He later wrote the audio story Leviathan, adapted from an unmade Doctor Who television script of the same name which his father (Brian Finch) wrote. He then wrote The Sentinels of the New Dawn, an original story that ties into Leviathan and acts as a prequel. He also adapted Hexagora from a story by Peter Ling and Hazel Adair. He also wrote the New Series Adventure Hunter's Moon, and Threshold, the first story in the spin-off audio series Counter-Measures. Paul and his younger brother, Barry, had been involved in a robbery a dozen years earlier, and the arresting officer, Ike Thornton, got Paul sent down for five years. He did, however, cut Barry (as a first-time offender) a break, a kindness his big brother never forgot. Paul served his time, came out, married Monica and set about building a new life for himself. In an attempt to get his hands on Racine's genuine records, he called in a favor from Paul (and Monica) and had them help him break into the safety deposit box containing Racine's real ledger.

Ike, in the meantime, had been framed by parties working for crime boss Victor Racine, and had been made to look dirty. To escape persecution and imprisonment he faked his own death, and continued to try to expose the real dirty cop on Racine's payroll. In an attempt to get his hands on Racine's genuine records, he called in a favor from Paul (and Monica) and had them help him break into the safety deposit box containing Racine's real ledger. Sadly, Lt. Holliwell had worked out Ike had survived and deduced Paul's involvement in the robbery, so he hunted him down and tortured him for information about the ex-cop before killing him. Holliwell was eventually apprehended by Ryan and Racine was arrested thanks to the evidence in the ledger that cost Paul his life.
