Gilberto Mendoza is, in Ethan Slaughter's professional, and practised, opinion, the weak link in Cesar Vales' gang, and the young man who's going to dish the dirt on the Mexican crime lord. So, two-thirds of the way through Headhunters, Slaughter abducts Gilberto and stuffs him in the trunk of his car, which he proceeds to drive around. Castle, already having second thoughts about his new "partner", reaches the clear conclusion that "this is wrong." When his little brother, Victor, who is in a juvenile detention facility in Texas, is obliquely threatened by Slaughter, Gilberto rolls over on Vales, telling Slaughter that the whole thing was planned and set up by Vales, who tricked the not-so-bright Westie, Glitch, into decapitating the Jamaicans, telling him he could make his bones with the Westies by doing so. Slaughter "jogs his memory" on enough details to get an arrest warrant issued, but by this time Castle knows that this particular murder was not committed by Vales, despite his many other heinous crimes. Slaughter eventually gets the real killer, Brian Reilly, the victim's own father and a big man among the Westies, but it's not clear whether he honors his deal with Gilberto.
