Shortly after the start of the war against Doctor Ivo Robotnik, the Unified Intelligence Committee was set up, presumably to share important information between all allies united against Robotnik. Learners was instructed to monitor the Internet, observing how quickly Robotnik's assault on cyberspace was progressing. Some time later, Learners produced a report, questioning why an "abnormally high" amount of the Internet was free of Robotnik's control. Learners concluded that "Robotnik [was] holding back", which was deemed unlikely, or that somebody was defending the Internet from within. As only the Chaotix Crew, Robotnik, Sonic the Hedgehog and the mysterious Ichneumon had any knowledge of Shadow the Hedgehog's solo campaign against Robotnik's online forces, Learners confirmed that the UnIC had no idea "who would have the time and power to do that without being known."
