Conflicts over resources are not new, and even though in many parts of the world they may take non-violent forms, conflicts undermine the social and economic stability of communities. This paper is part of a research project that explores sustainable development policy issues related to the governance of natural resources in Mozambique. The paper focuses on artisanal fisheries resources and their contribution to social development, including poverty alleviation and institutional development. It explores whether the policy framework and the institutional arrangements implemented have influenced social cohesion or conflict. Mozambique has experienced different management models of fisheries, ranging from locally managed resources, to centralized command and control to a mixed form of management, through co-management committees. Local conflicts over resources were managed accordingly to the prevailing model at the time. The study concludes that resource scarcity is not the only cause of conflict in fisheries community. Conflicts vary in typology, intensity, duration and economic and social impact. Incentives for communities and households to cooperate and avoid or resolve conflict are linked to the institutional modes of regulation in which individuals and communities are embedded, and the power relations within and between community and other levels of decision-making.
