The Galactic Armageddon Convention was an organization created by the major galactic powers with the intention of keeping peace in the galaxy by banning all atomics of any kind. It was established upon the flying island Laputa above Venice in 1609. Being that the Convetion hoped to outlaw all devastating weapons, the galaxies war-like races did not attend, including the Daleks and the Cybermen, whose Cyber-Bombs were banned by the Convention.
