The Carthage Health Authority was a local medical organization in the Syphon Filter series located in Carthage, Michigan. The purpose of the CHA was to provide information on emerging and existing health emergencies. In 2000, likely in response to the threat of the Syphon Filter Virus, the federal government in cooperation with state officals created a network of local health authorites to help monitor outbreaks of unidentified pathogens. The local health authority stationed in Carthage, Michigan was thus named the Carthage Health Authority.
