Harr sen Tenko is the Skyrr representative on Tai-tastigon's governing council, the Five, and Arribek sen Tenzi's political rival. When Marplet began to build the Skyrrman illegally, the Res aB'tyrr went to the Five to protest, and Harr was sent to deal with it. He refused to see them, because the Skyrrman is his brother-in-law's inn; Harr is married to Marplet's sister. Kithra reports that he's trying get money to buy support back in Skyrr. He allies with Men-dalis, and when Carbinia's son is caught pickpocketing for the third time in a year, Harr gets the Five to refuse to pardon him, turning Carbinia against Theocandi, which aids Men-dalis in the Thieves' Guild election. For this, Men-dalis promised to pay him back from the Guild treasury. When Jame meets Archiem Arribek sen Tenzi, she tells him of how Harr sen Tenko allowed the undeclared trade war between the Skyrrman and Res aB'tyrr to go on. When the Archiem comes to Tai-tastigon on Winter's Eve, Harr presides as a judge in the Skyrrman-Res aB'tyrr trial, and is thereby responsible for the trustworthiness of his witnesses. When it is revealed they are lying, Harr looses his position as Skyrr representative on the Five. It is said that there would be war in the hills of that.
