The gilgoblins are a species of aquatic goblin, of which art was shown at BlizzCon 2009. The gilgoblin race was introduced with World of Warcraft: Cataclysm. They seem to understand other dialects like common and orcish. We know very little on how long they have been around but from in game sources (being that there are outside sources), but we know that the goblin scientist Hobart Grapplehammer claims responsibility for the creation of the gilblin race. One of his many odd and... questionable feats.
