The American wizarding territory of Alta California is administered by a governor. In the Summer of 2009, the territorial Governor ordered the arrest of Geming Chu under the pretenses of the newly-enacted WODAMND Act. Under the provisions of the Act, the Govenor is allowed to hold Chu for up to six months without charges, or indefinitely if there is "compelling evidence" that he represents a "threat to the safety and security of the Confederation or any of its Territories."

The American wizarding territory of Alta California is administered by a governor. In the Summer of 2009, the territorial Governor ordered the arrest of Geming Chu under the pretenses of the newly-enacted WODAMND Act. Under the provisions of the Act, the Govenor is allowed to hold Chu for up to six months without charges, or indefinitely if there is "compelling evidence" that he represents a "threat to the safety and security of the Confederation or any of its Territories." Rumors have circulated that the Governor offered to release Chu if Chu agreed to drop out of his political campaign. According to Special Inquisitor Diana Grimm, the Wizard Justice Department has no authority to order Chu's release. By February of 2010, the Governor of North California will either have to charge Chu, label him a threat and continue the investigation, or let him go.
