Tate Modern was a museum in London. In 2004, Ken Livingstone was hired to unveil the Tomorrow Windows at Tate Modern, but he was kidnapped and an android duplicate was sent in his place. The duplicate allowed the Doctor and his companions into the museum, where they went to see the Tomorrow Windows.
