He was played by Robert Guillaume. Both of them have a similar, hardline approach. Both of them want greatness. The only difference between the two, however, is Joe Clark does some very villainous things in the movie. Napier, at least, doesn't. While he does work for a villain, Mayor Don Bottmann, he does not agree with him, and often calls him out on his nonsense. Another reason he's a hero is he instrumental in trying to get Clark to change his mean ways, which is done with success. Because of Napier's scolding of him, Clark rehires Darnell and changes his attitude to Sams.
