Togashi Hiwata was the guise of the Kami Togashi during the Heresy of the Five Rings. In the year 527 open violence erupted between the Fortunist and Shintaoist sects of the Brotherhood of Shinsei. Hiwata dispatched Dragon samurai to many of the more prominent temples in the Empire to act as peacekeepers between the rival factions.
