In the 2362, Skyl succeeded Kotan Pa'Dar as Exarch of Tozhat after Pa'Dar stood down after his son Rugal was believed killed by a Bajoran attack. In 2363, Natima Lang, Gaten Russol and Thrax Sa'kat all approached Skyl to pursuade him to support withdrawal from Bajor, with Skyl expected to soon join the Detapa Council.
