Note: The toolset description is wrong. What this effect actually does is reduce the target's DEX by 4, which results in an effective AC decrease of 2 (at most), however, if the target is immune to ability decrease, no penalty is applied. The attack modifier is reduced by 2 and if the target is using a ranged weapon, the attack modifier will be reduced by another 2 due to DEX decrease.
