Just give them armor through equipment trading. But it has to have a larger DR rating, or good benefits (stat increases etc. which has a strange factor), until they equip it. For example Charon or Jericho have a Leather Armor. You must give something that has more that 24 DR, such as a repaired Combat armor, which has 32 DR. They should automatically equip it.
