Hamrkeng was the capital of Scanra. Prior to the start of the Scanran War, Maggur Rathhausak smuggled nine Scanran clans into the city and persuaded the rest of the clans to name him king. Shortly after Maggur's coup, Landfall, a Tortallan agent, was sent to Hamrkeng to spy on the new king and report back to George and Myles. The Scanran Great Council, formerly the Council of Ten, met in Hamrkeng.
