The construction of a stockade around a settlement represents a significant effort from the community and is a symbol of a willingness to stay for a while. Construction of a stockade may be started when the colony is still quite small (population 3). Once the stockade is completed, the population of the colony may not voluntarily be reduced to less than 3.
