I remember in Libertas we once had the so called "torenbouwstop". All multi-storey buildings (=apartments/skyscrapers) were empty and yet we kept on building them. In Lovia it's time we do a same thing. Users like f.e. Horton11 keep building high buildings while the old buildings are nowhere near filled.
