Tribunes were lieutenants to the Legati in Zaros' empire during the Second Age. The currently known tribunes were Akthanakos, Kharshai, Kolton, Lakosta, Lamistard, Lucien, Ralvash and Untrad. Tribunes were a position held by officers within the Romulan Star Empire. Tribune was a title given to members of the Ruling Tribunal of the Aquans. The newest were known as Junior Tribunes and the leader was known as the High Tribune. (TAS: "The Ambergris Element") During the opening days of the terrible conflict that would become known as the Horus Heresy in later years, the Warmaster Horus launched his treacherous attack on the world of Istvaan III against the Loyalist elements within four of the Space Marine Legions that turned to Chaos, including the Sons of Horus, the Emperor's Children, the World Eaters and the Death Guard. It is believed by Imperial savants that the Loyalists made up approximately one-third of the combatants at Istvaan III. This devastating and tragic campaign came to be known by Imperial historians as the Istvaan III Atrocity. During the initial orbital bombardment of Istvaan III, 70 Loyalists of the Death Guard Legion and the Imperial Saint Euphrati Keeler led by Battle-Captain Nathaniel Garro had commandeered the Imperial Tribune was a post in the Golden Empire, created in 127 ABY. That year, the Royal Consul Vessyk had been exposed as a traitor to Queen Rin Sakaros, using his position to exploit the people under his governance. Tribune (real name: Buck Ralston) is an actor whose far right political bent leaned to the extreme. Ralston used his fame to speak to the public about his quantitative perception that America was being destroyed by the unpatriotic youth, usually terms as either pinkos, commies, or hippies in Ralston's own lexicon of terms. He used his fortune to invest in his costumed identity of Tribune -- a costumed judge/jury/executioner who dispensed laws according to his warped ideals using a gavel that could fire energy that put its victims in a death like state. Tribune traveled to New York to dispense the "New York Three", three teenage protesters who were accused of bombing the New York Hilton. Tribune's involvement landed him into a conflict with Daredevil, who foiled Tribunes plan. Tribune then faked his own death in a helicopter explosion while making a get away. He was last seen back in California barking his ideals in his civilian guise, with none the wiser of his activities as Tribune. Tribunes were a position held by officers within the Romulan Star Empire. The Eisenstein was badly damaged by the Death Guard Battleship Terminus Est during its escape from Istvaan III and it was assaulted by undead minions, including the first known Plague Marines of Nurgle while it was within the Immaterium. This assault by Warp entities forced the ship to make an emergency blind-jump and emergence from the Warp. The repeated traumas left all of the frigate's astropaths dead, and its lone Navigator was mortally wounded. However, Garro managed to attract the attention of passing Loyalist starships by setting the vessel's Warp-Drives to self-destruct and ejecting them from the starship. The Imperial Fists Legion's massive mobile fortress-monastery Phalanx and the Legion's fleet had been becalmed in the Warp for some time due to the waxing power of the Ruinous Powers as the Heresy began, and his Navigators sensed the detonation of the Eisenstein's Warp-Drives. Charting an immediate course for the location of the detonation, Dorn met with Garro, who explained to him all that had happened with the Traitor Legions. Dorn was reluctant to believe Garro's tale, but overwhelming proof from a Remembrancer (journalist) named Mersadie Oliton who had escaped from Horus' flagship, the Vengeful Spirit, and Garro's dogged insistence finally convinced the Primarch of Horus' perfidy. Tribune was a title given to members of the Ruling Tribunal of the Aquans. The newest were known as Junior Tribunes and the leader was known as the High Tribune. Initially, Tribunes reported to the Sovereign directly; following the 65 Reforms, they reported to their sector Procurators. Tribunes had the authority to appeal any government action of a Consul to the Procurator, and the action could not be enacted until the sector government ruled on the matter (although Mintishiad v. Cord exempted the Consul's power of pardon). In addition, Tribunes reported regularly to the Procurator apart from their Consuls, so that Procurators could be assured they were receiving the facts from both. Tribunes attended the annual Consular Assembly along with their Consuls. Citizens could serve up to three consecutive terms as Tribunes, and theoretically innumerable terms total, although a span of time equal to their most recent total consecutive service had to pass before they could run again (i.e., a one-term Tribune could run again in two years, a two-term Tribune in four, a three-term Tribune in six). Rin made an exception for Shaydow Tynblade on Rykar, allowing him to serve as Tribune indefinitely. To discourage citizens from viewing the Tribunate as merely a "stepping stone" to greater power, and to keep Tribunes focused on serving the people, Tribunes could never serve as Royal Consuls or Procurators themselves, although they were eligible for election to the post of Advocate. As officers of the Empire, Tribunes were paid from the Royal Treasury, not by their home systems. As a sign of the seriousness with which Rin viewed the importance of her Tribunes, the office of Tribune was the only office other than Sovereign and the heir apparent specifically created in the Charter of the Golden Empire. On most member worlds of the Golden Empire, assaulting a Tribune was grounds for a death sentence.
