III. Humans may hold any type of civil job. Article 2: Rights of Aliens I. All aliens must undergo tests of health. II. Aliens can work in a position approved by the Regional Govenors. III. Aliens cannot serve in these jobs: military and government. IV. Any aliens caught attempting to help terrorists will be killed. Article 3: Declaring War I. Only the Emperor reserves the right to declare immediate war. II. If the Senate cannot reach the Emperor, 40% must be in favor of war to declare war. III. At least six fleets and three armies must be in commission at all times in case of war or emergency. Article 4: Powers of the Senate I. The Senate may pass any laws restricting aliens. II. The Senate may elect their own members. III. The Senate may veto a Moff made law, if 90% are in favor. Article 5: Powers of the Moff Council I. All members of the Moff Council must be approved each year by the Emperor. II. The Moff Council may veto any laws the Senate pass if any member dissaproves of it. III. The Emperor approves all members of the Council. Article 6: Allies and Alliances I. Only the Emperor may make alliances. II. Alliances must be with those that assist, trade, or respect the Empire.
