The Seal served as a certification for any disc of desiccated remains, providing a nominal guarantee that the remains in the disc were those of the Ferengi they purported to be. Because the remains of some Ferengi were prized as collectibles in that society the presence of the Seal could increase the value of the discs. (DS9: "The Alternate") Not all vacuum dessicated remains seen were marked with the Seal.
