Carlos Black is the Chief of Juvenile Inquisitions with the Juvenile Magical Offenses Division of the Wizard Justice Department. He works out of the Territorial Headquarters Building in Chicago. He was introduced by Alcina Kennedy to the sixth-grade Charmbridge Academy class in April of 2007 during a field-trip, and enthusiastically described to them a bill before the Wizards' Congress that would allow Territorial Governors to launch special inquisitions which would treat underaged wizards and witches as adults.
