During this quest, you will speak with various characters that are Exalteds, Liaisons and Highborns. Once an instance of a diplomat spawns to Petitioner and you defeat them in a parley, they no longer seem to have diplomatic conversations available. I have only been able to get to 3 petitioners in the queens chamber, but am not sure what would happen if a fourth were to spawn.
