Anyone can suggest that a page be renamed, and anyone can perform the move itself, though it is important to update any incoming links to the new title. 1. * To suggest renaming an article, add the renaming notice template to the page that you think should be moved. For example, put on top of the page to suggest that it should be renamed to "NEW TITLE". This template will invite discussion about this suggestion on the talk page. As a courtesy, put either "move suggested" or "rename suggestion" in the edit summary, to additionally make other users aware of this.

See Help:Rename a page for more information, and remember to update any incoming links after a move.
