The Free Ocean State of Numara is one of four nations in the world of Lost Odyssey. Numara has remained a monarchy since its founding by Queen Ming one thousand years prior to the events of the game. Although Ming seems to be the single most powerful individual in the government, she also appears to be restricted by certain checks and balances, or the separation of powers. That is, General Kakanas and his peers can criticize and overrule Ming's decisions as well as make decisions of their own with little to no input from Ming. This is exemplified by the military's unanimous decision to reoutfit the White Boa as a warship and seize control of Grand Staff, a decision that causes Ming to protest and faint rather than outright squash it.

The Free Ocean State of Numara is one of four nations in the world of Lost Odyssey. Numara has remained a monarchy since its founding by Queen Ming one thousand years prior to the events of the game. Although Ming seems to be the single most powerful individual in the government, she also appears to be restricted by certain checks and balances, or the separation of powers. That is, General Kakanas and his peers can criticize and overrule Ming's decisions as well as make decisions of their own with little to no input from Ming. This is exemplified by the military's unanimous decision to reoutfit the White Boa as a warship and seize control of Grand Staff, a decision that causes Ming to protest and faint rather than outright squash it. Numara has also maintained an isolationist foreign policy, which Ming believes promotes peace. Ironically, General Kakanas has maintained his position as the military's highest ranking soldier despite having a foreign policy view that is quite the opposite of Ming's. In early events of the game, both before and after Ming's departure from the kingdom, Numara is seen being slowly urged into a more imperialistic foreign policy by General Kakanas. Many Numaran military and political leaders have attempted to assassinate Ming and overthrow the government in favor of their own, but none have succeeded.
