He was the landlord of the Lord Southampton pub in Haverstock Hill. He was a member of the Licensed Victuallers' Central Protection Society of London which sought to resist attempts to introduce more strict legislation on the sale of alcohol. Wetenhall was a member of the Metropolitan Board of Works representing St Pancras from 1882 until the board's abolition in 1889. In 1886 he was chairman of the board's Fire Brigade Committee. He was also a leading member of the St Pancras Vestry, and was its chairman in 1897.

He was subsequently elected to the London County Council at a by-election on 17 March 1891 as a councillor for St Pancras (North), taking his seat on the opposition Moderate Party benches. He was re-elected in 1892 and 1895. He was also a leading member of the St Pancras Vestry, and was its chairman in 1897.
