A widening state has thousands of things to take care of each single day. A necessary step towards strengthening the state machine is thus to establish a bureaucracy of special clerks who do this work and answer directly to their superiors from the government hierarchy. Unlike armies at the time, these 'Civil service' is comprised of full-time learned employees, many of which usually exercise these activities until their deaths. Of course, such thing creates the perfect conditions for corruption, but this is another matter entirely.
