The Jedi High Council was the governing body of the Jedi Order; it oversaw all other Jedi Councils spread across the various worlds the Jedi had a presence on. The High Council was made up of twelve members, including one Grand Master, chosen for their wisdom and power with the Force, who oversaw operations in the Order. During the time of the Hutt War, members of the High Council, excluding the Grand Master, were Grand Masters of one of the smaller councils. These High Council members met on Ossus during the time of the Hutt War, but ultimately relocated to the Jedi Temple on Coruscant.

The Jedi High Council was the governing body of the Jedi Order; it oversaw all other Jedi Councils spread across the various worlds the Jedi had a presence on. The High Council was made up of twelve members, including one Grand Master, chosen for their wisdom and power with the Force, who oversaw operations in the Order. During the time of the Hutt War, members of the High Council, excluding the Grand Master, were Grand Masters of one of the smaller councils. These High Council members met on Ossus during the time of the Hutt War, but ultimately relocated to the Jedi Temple on Coruscant. Members of the High Council served for life with good behavior, allowing them to remain until death, resignation, or the stripping of their title. Council members were expected to uphold the Jedi Code and the Jedi Tenets at all times. Like most Jedi Knights, the High Council members had discretion over what they did in their daily lives, with some exceptions. The Grand Master had discretion to open negotiations, but the Council had to approve the majority of actions taken against other individuals, organizations, and governments.
