They can be bought in towns, but the further Firebrand advances in the game, the more Vials it takes to buy them, towns sharing the same price. They can also be found in some vials on the overhead view map and in some stages. 1UP is a gaming website owned by IGN. It is named after an item(a) that grants a "extra" life by raising the total by 1, hence 1-up. Like other gaming websites, it has information on Nintendo DS and Wii games. 1UP was once the online hub for various Ziff Davis video game magazines such as Electronic Gaming Monthly before the publications were discontinued. The existence of 1UPs to characters has since been verified in Kirby Super Star and its remake, where (had the player gone into the correct room) Mace Knight has been revealed to have hoarded them (and a lot of food) within the Halberd, to which Captain Vul then comments upon (although in Kirby Super Star, Mace Knight only mentions tomatoes).
