Olesia contains an island in the midst of a great ocean where the government's prisoners are kept. It is this island that has kept the Wraith culling close to the Stargate, away from the main population. However, although this arrangement was initially only to be used for the most dangerous prisoners, the success of this anti-crime deterrent prompted the government to 'lower the bar' regarding what crimes would merit a sentence of banishment to the island. These arrangements changed, however, when Dr. Elizabeth Weir allowed the prisoners to escape through the Stargate, forcing the Wraith to approach and cull from the average population, most likely destroying much of their civilization in the process.
