Wilfredo was born in San Juan, Tefezaroca in July 3, 1959 from Bernardo Tejero (1939-), the rice and corn farmer and Martina Antonio (1940-), the high school teacher. He is the fifth child of the eight children, his siblings are Carlita, Dunio (named after Velasco), Miguel, Josefina, Severino, Helena and Rosanna. He joined the protest in Alentillan Peace Revolution in 1977 against Rayos and Ferrer when he was in college. His first novel was Corazones Pobres en la Iluvia. The novel is about the labor rights in Tefezaroca based on his life when he was in high school years in Martial law.
